Constitution of Awami National Party

The official name of the organization shall be the Awami National Party (ANP).

The official flag of the Party shall be Red, symbolizing the historical struggle, sacrifices, and dignity of the working class and oppressed nationalities, measuring in an aspect ratio of 2:3.

The central headquarters of the Party shall be permanently located at Bacha Khan Markaz, Peshawar.

Every citizen of Pakistan aged 18 years or above who accepts the ideology, constitution, and manifesto of the Party, commits to public service, and pays a fee of PKR 100 is eligible for 4-year membership. Membership is open without discrimination based on ethnicity, religion, caste, gender, or race, provided they are not a member of any other political party.

The Party operates across all federating units of Pakistan: Khyber Pakhtunkhwa, Punjab, Sindh, Balochistan, Seraiki Belt, and Gilgit-Baltistan.

The central organizational hierarchy of the Party consists of:

In each federating unit (Khyber Pakhtunkhwa, Balochistan, Sindh, Punjab, Seraiki), the organizational structure consists of Provincial Working Committee, Provincial Council, Cabinet, Parliamentary Board, Volunteer Corps, District/Tehsil/Ward units, Election Commission, and Election Tribunals.

The Central Council is the highest authoritative institution of the Party. It comprises 600 elected councilors: 300 distributed in proportion to unit membership and 300 distributed equally among all national units.

In addition to elected councilors, the Central President may nominate up to 80 distinguished members. All Party members of the National Assembly, Senate, Provincial Assemblies, and Provincial Presidents/General Secretaries are ex-officio members.

The Central Council shall convene at least twice a year under the chairmanship of the Central President. Regular meetings require 2 weeks prior written notice. Emergency sessions may be called with 1 week notice.

One-fourth (1/4) of the total Central Council members can submit a written requisition with an agenda to the Secretary General, who must convene the Council within two weeks in consultation with the President.

The Central Council elects the Central Cabinet and the central working committee members from each unit for a 4-year term.

Any amendment, alteration, or repeal of the Party Constitution or Manifesto requires a two-thirds (2/3) majority vote of members present and voting, provided at least 50% of the total Council is in attendance.

A motion of no-confidence against any central office-bearer requires 1/4th members' notice and a 2/3rd majority vote of the total Central Council membership for removal.

Presidents and General Secretaries of overseas party chapters shall be honorary non-voting members of the Central Council.

The Central Working Committee consists of the Central Cabinet, 15 elected members from each federating unit, parliamentary caucus leaders, and 30 members nominated by the Central President from across the country.

The CEC shall meet at least three times a year (once every four months). Regular notice is 10 days, while emergency notice is 5 days. Quorum is one-fourth (1/4) of total members.

One-fourth (1/4) of CEC members may requisition an urgent meeting with written notice and specific agenda.

Formulate actionable policies, national campaigns, and legislative strategies in line with the party manifesto.

Supervise all provincial units, overseas chapters, and specialized subsidiary organizations (youth, labor, lawyers, doctors, ulema, teachers).

Approve the Party's annual income and expenditure budget and mandate annual external audits by a reputable certified firm.

Sanction and approve short-term and long-term electoral and political alliances with other democratic parties.

All party members elected to the National Assembly and Senate constitute the Central Parliamentary Party. They elect their Parliamentary Leader and whips, and remain accountable to the Central Working Committee.

Disciplined volunteer corps shall be organized across all national units in the tradition of the Khudai Khidmatgar movement. The Central President appoints the Salar-e-Aala to coordinate and oversee all provincial volunteer battalions.

Head of the Party and symbol of its constitutional unity. Presides over Central Council, CEC, and Cabinet. Empowered to enforce discipline and spend up to PKR 100,000 for emergency party needs with subsequent reporting to Cabinet.

The Senior Vice President acts in place of the President during absence. Five Vice Presidents (one from each national unit + one dedicated female Vice President) assist in national leadership.

Chief Executive Officer and administrative head of all party secretariats. Custodian of records, organizer of sessions, author of annual reports, with authority to expend up to PKR 50,000 for official administration.

Includes Secretariats for Finance, Information & Media, Foreign Affairs, Labor, Culture, Students, Lawyers, Doctors, Teachers, Engineers, Minorities, Youth (NYO), and Ulema.

One-fourth (1/4th) of all unit membership fees and subscriptions shall be remitted to the Central Party Fund.

Central Councilors contribute PKR 200/month, and Central Working Committee members contribute PKR 300/month prior to meetings.

Party accounts shall be operated jointly by President, Secretary General, and Finance Secretary (any two signatures) and audited annually by a recognized certified audit firm.

All party bodies from primary units to Central Council shall be elected democratically every 4 years.

A 5-member autonomous Election Commission elected by the Central Working Committee shall conduct and supervise all internal party elections with equal provincial representation.

All national federating units may formulate their specific operational rules suited to regional circumstances, ensuring no conflict with the Central Constitution.

The National Youth Organization (NYO) is formally integrated into the central, provincial, district, tehsil, and ward tiers of the Awami National Party.
